Arizona infrastructure needs top $500 billion
To keep pace with the state’s projected explosive population growth during the next 25 years, Arizona will need to invest a half-trillion dollars in infrastructure—energy, water, transportation, and telecommunications—according to a study by the Arizona Investment Council. Between 2008 and 2032, the projected change in Arizona’s population is 4.2 million, a 65-percent increase. Transportation needs are estimated to be about $253 billion to $311 billion; water and wastewater infrastructure needs total almost $110 billion....

EPA establishes highway liaison, releases watershed handbook
The U.S. Environmental Protection Agency (EPA) recently signed an agreement with the Federal Highway Administration (FHWA) to establish a dedicated liaison position within the Office of Water to coordinate, participate in, and conduct research activities to identify innovations related to water regulations, programs, and planning with respect to the highway program. Separately, EPA’s Office of Wetlands, Oceans, and Watersheds released an online document to help communities; watershed organizations; and local, state, tribal, and federal environmental agencies develop and implement watershed plans to meet water quality standards and protect water resources....

Economist sees good news in construction spending report
"Nonresidential construction spending rose an impressive 1.3 percent in March and 12 percent compared to March 2007," said Ken Simonson, chief economist for The Associated General Contractors of America (AGC), commenting on the March construction spending figures released by the U.S. Census Bureau on May 1. "The housing slump buried this news by dragging total spending down by 1.1 percent for the month and 3.4 percent for the year. When it opened in 1961, the original Woodrow Wilson Bridge was designed to accommodate 75,000 trips per day. By the end of its life, it was carrying nearly 200,000 trips and was classified as functionally obsolete. The new Woodrow Wilson Bridge project replaced nearly 12 percent of the Capital Beltway (Interstate 495/95) and created four new interchanges, resolving one of the worst bottlenecks on the East Coast while at the same time implementing numerous projects and programs to protect the local environment. Communities receive brownfields grants
The U.S. Environmental Protection Agency (EPA) awarded $74 million in brownfields grants to communities in 43 states, as well as to two tribes and two U.S. Territories. The grants will help revitalize former industrial and commercial sites. The Small Business Liability Relief and Brownfields Revitalization Act, enacted in 2002, authorizes as much as $250 million in funds annually for brownfields grants. The 2002 law expanded the definition of what’s considered brownfields; communities can now focus on mine-scarred lands or sites contaminated by petroleum or the manufacture and distribution of illegal drugs....
