Strong El Niño could bring increased sea levels, storm surges to U.S. East Coast
 WASHINGTON, D.C. — Coastal communities along the U.S. East Coast may be at risk to higher sea levels accompanied by more destructive storm surges in future El Niño years, according to a new study by the National Oceanic and Atmospheric Administration (NOAA). The study was prompted by an unusual number of destructive storm surges along the East Coast during the 2009-2010 El Niño winter.

Dragados/Flatiron/Sukut team awarded Calaveras Dam replacement project
 FIRESTONE, COLO. — The San Francisco Public Utilities Commission awarded a $259 million contract to the joint venture of Dragados USA (40 percent), Flatiron (30 percent), and Sukut Construction (30 percent) for the Calaveras Dam Replacement in Sunol, Calif. Preconstruction activities are scheduled for this summer, and project completion is anticipated in late 2015.

'Citizen-seismologists' sought to host tiny earthquake sensors on their computers
 STANFORD, CALIF. — Six thousand tiny seismic sensors are seeking homes — or offices, or classrooms — where they can take up residence. The matchbox-size sensors are part of a new phase of the Quake Catcher Network, a project that is building the densest networks of seismic sensors ever devoted to studying earthquakes. All it takes to volunteer is a computer, an Internet connection, and a small patch of floor space.

Puerto Rico issues RFQ for Luis Muñoz Marín International Airport public-private partnership
 SAN JUAN, PUERTO RICO — The Puerto Rico Public-Private Partnership Authority (PPPA), in collaboration with the Puerto Rico Ports Authority (Authority), issued a Request for Qualifications (RFQ) for the public-private partnership (P3) of Luis Muñoz Marín (LMM) International Airport, as part of the broad economic development measures being spearheaded by Governor Luis Fortuño's Administration in Puerto Rico.

Widespread flood threat expected to continue through summer
 WASHINGTON, D.C. — Many rivers in the upper Midwest and northern Plains remain above flood stage, and the threat for more flooding will continue through the summer, forecasters at the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service said. Forecasters say this season could rival the Great Flood of 1993, when the upper Midwest endured persistent, record-breaking floods from April through August, impacting nine states and causing more than $25 billion in damages (adjusted for inflation).

TRB seeks consultants for DOT geospatial use study
  WASHINGTON, D.C. — TRB’s National Cooperative Highway Research Program (NCHRP) is seeking expressions of interest from consultants interested in producing a state-of-the-practice synthesis that documents advanced geospatial data tools, technologies, and information for highway projects, including procedures and proposed standards of practice that can be used to attain the level of accuracy when using these advanced geospatial technologies. Expressions of interest by consultants are due by Aug. 12, 2011.

STV's Johnson to participate in National Academy of Engineering's Frontiers of Engineering Symposium
  NEW YORK — John Johnson, P.E., a senior associate and civil engineer at STV, is one of 85 of the nation's brightest young engineers selected to take part in the National Academy of Engineering's (NAE) 17th Annual U.S. Frontiers of Engineering Symposium. Johnson is a civil engineering group leader for STV's Transportation and Infrastructure Division. He has been with the firm since 1998 and is based in the firm's office in Charlotte, N.C.

Global Sustainable Engineering Network to move to UC Merced
 MERCED, CALIF. — The University of California, Merced, will become the new headquarters of Engineers for a Sustainable World effective July 1. Engineers for a Sustainable World (ESW) is a global, nonprofit network of about 4,000 students, faculty, and professionals dedicated to building a sustainable world for current and future generations by way of collaborative, interdisciplinary engineering projects.

NRDC Annual Beach Report: Closing and advisory days hit second-highest level in decades
  WASHINGTON, D.C. — Pollution from stormwater runoff and sewage overflows continue to plague America’s beaches, which saw the second-highest number of closing and advisory days in more than two decades last year, according to the 21st annual beachwater quality report released by the Natural Resources Defense Council (NRDC), an international nonprofit environmental organization.

Pima County breaks ground on new wastewater treatment facility
 TUCSON, ARIZ. — Pima County Regional Wastewater Reclamation Department and CH2M HILL broke ground on a new wastewater treatment facility that will have capacity to treat 32 million gallons of wastewater a day and is part of the county’s new water reclamation campus. The new facility will replace the outdated Roger Road Wastewater Treatment Facility, built in the 1950s, and will reduce the levels of nitrogen and ammonia in effluent discharged into the Santa Cruz River.

Research targets technologies for treating stormwater contaminated with airplane deicing fluid
 STILLWATER, MINN. — Naturally Wallace Consulting (NWC) is a consulting partner with Gresham, Smith and Partners (GS&P) on a research project to identify onsite and offsite technologies for treating stormwater contaminated with airplane deicing fluid for the Airport Cooperative Research Program (ACRP). The team will evaluate the performance of currently installed technologies, along with potentially emerging technologies, and provide guidance to help airports faced with increasing regulatory and technical challenges in selecting the best available method for treatment.

Intelligent construction practices developed for roads also apply to levee construction
 AMES, IOWA — The same technologies that Iowa State University's David J. White is developing to build better roads and foundations could also be used to build better river levees. White, the Waldo W. Wegner Associate Professor in Civil Engineering, leads the crew working with Iowa State's Geotechnical Mobile Lab. In six years of operation, the lab has visited construction sites in 22 states to test new ideas for making sure solid, long-lasting earthen foundations are built under roads and buildings.

Update on Waters of the U.S. draft guidance
  WASHINGTON, D.C. — The U.S. Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers extended the public comment period by 30 days for the draft guidance on Identifying Waters Protected by the Clean Water Act. In response to requests from state and local officials, as well as other stakeholders, EPA and the Corps will take additional comment until July 31, 2011, on this important draft guidance that aims to protect U.S. waters.

Federal agencies partner to revitalize urban waterways
 BALTIMORE — A new federal partnership aims to stimulate regional and local economies, create local jobs, improve quality of life, and protect Americans’ health by revitalizing urban waterways in under-served communities across the country. The Urban Waters Federal Partnership (UWFP), a federal union comprised of 11 agencies, will focus its initial efforts on seven pilot locations: the Patapsco Watershed (Maryland), the Anacostia Watershed (Washington, D.C./Maryland), the Bronx & Harlem River Watersheds (New York), the South Platte River in Denver (Colorado), the Los Angeles River Watershed (California), the Lake Pontchartrain Area (New Orleans), and the Northwest Indiana Area.

Purdue engineering students improving water quality in rural Colombia
 WEST LAFAYETTE, IND. — Purdue University students are improving the quality of drinking water for rural Colombians through the university's Global Engineering Program in a project sponsored by Kimberly-Clark Corp. The company operates paper production facilities in South America, including a plant near Barbosa, Colombia. Company officials wanted to improve water quality for area residents, many of whom are employees, said Chad Jafvert, a professor of civil engineering.

WASHINGTON, D.C. — More than 50 of the nation’s top international development companies announced the formation of the Coalition of International Development Companies (CIDC), a new voice in the international development community. CIDC was created to raise awareness about the impact American development assistance has overseas and the role the private sector plays in bringing innovative and cost-effective solutions to development problems around the world. CIDC engineering firm members include Louis Berger Group, AECOM, Cardno Emerging Markets, CH2M HILL, and Tetra Tech.

C2AE celebrates 45 years in business
LANSING, MICH. — C2AE, a full-service architectural, engineering, and planning design firm, is celebrating its 45-year anniversary on June 28. On that date in 1966, the civil and environmental engineering firm, Capitol Consultants, was officially founded in Lansing. Since then, the firm has opened three new offices, merged with Grand Rapids-based architecture firm, DesignWorks A/E in 2005, changed its name to C2AE in 2007, and transitioned to a new CEO just last year.

International design firms invited to enter competition for new St. Petersburg pier
ST. PETERSBURG, FLA. — Since its earliest days as a growing fishing village on Florida’s west coast in the late 1800s, a pier has been the centerpiece of St. Petersburg, Florida’s downtown waterfront. The current landmark Pier — the seventh in a succession of waterfront piers — opened in 1973 and is nearing the end of its life span, slated for future replacement. St. Petersburg is sponsoring an international design competition for a new, iconic Pier structure.

SCS Engineers and CRA/LA renew contract for environmental engineering services
LONG BEACH, CALIF. — SCS Engineers was awarded a renewal to its existing environmental engineering services contract with The Community Redevelopment Agency of the City of Los Angeles (CRA/LA). SCS’s long-standing relationship with CRA/LA dates back to 1998. The contract renewal extends the current contract to October 2012, and increases the budget to $1.5 million.

EPA extends comment period for draft Construction General Permit
WASHINGTON, D.C. — The U.S. Environmental Protection Agency (EPA) is extending the public comment period for the draft Construction General Permit (CGP) from June 24, 2011, to July 11, 2011, to give stakeholders additional time to review the draft permit and provide comments. The draft permit, published on April 25, 2011, regulates the discharge of stormwater from construction sites that disturb one acre or more of land and from smaller sites that are part of a larger common plan of development in areas where EPA is the permitting authority, including four states (Idaho, Massachusetts, New Mexico, and Idaho); Washington, D.C.; most territories; and most Indian country lands.

Mixed signs in second quarter construction outlook
RALEIGH, N.C. — In FMI’s Construction Outlook for the second quarter of 2011, there are signs that the economy is recovering — even for contractors — but you have to look hard to see them. The stock market has taken on a more bullish trend since the bottom of the recession, but that bull has yet to visit Main Street, which is struggling to fix the potholes, not to mention the infrastructure buried beneath the streets.

Civil engineering industry outlook - Part 1

While 2011 didn't offer too much progress in an economic turnaround, it seems that many people in the architecture, engineering, planning (A/E/P) and environmental consulting industries are adjusting to challenges. For 2012, increased stability is expected, although large changes don't seem likely.
